President Elect Obama's recent announcement that he would like to make the biggest in America's infrastructure since the President Eisenhower established the Interstate Highway System in the 1950's could single handedly reverse any personal downturn you had this year. Here's what it looks like and what you can do.

The Facts:

It appears that Obama plans to spend $300-$500 billion or more.
The Governors say they have $136 billion of infrastructure projects that are ready to go.
The Governors estimate that each billion spent on infrastructure creates 40,000 jobs.
That means spending the entire $136 billion can create up to 5.4 million jobs.
The economy lost about 2 million jobs so far this year so this creates twice as many jobs we lost.

How You Can Benefit?

 State agencies and contractors who get state and local government contracts are going to be hiring a bunch of people and buying a lot of goods and services. So if you are looking for a job or have something to sell, these will be the places that will be booming. Everything else will be shrinking.
Start now by identifying those government offices that work on infrastructure and those companies that normally get these state and local government contracts.
All the information is public information and you have the right to it because they are spending your money. You can find out which government offices get the money and who they are likely to give contracts to.
Find these people now and start telling them what you have to offer and that you are available.
Contact your state elected official (governor or state representative or senator) and ask them how to get this information. You can also start at www.govengine.com. Remember, in addition to the state you can eventually contact every city, county and other municipality but your state will have the biggest list.
Tell them you are looking for:
   
1) the names, addresses and contact info for the procurement offices who are likely to be getting the new infrastructure money, and
2) the names, addresses and contact info for every contractor who received these kinds of funds over the last 2 or 3 years

1) Embark on a large-scale effort to make public buildings more energy efficient.For you... use the technique above to contact local energy companies.
2) Create jobs and help our children compete by launching the most sweeping effort to modernize and upgrade school buildings that this country has ever seen.For you... contact your local school board to see if they have schools that might be on this list and contact their procurement office; they are the people who will be buying stuff to fix-up the schools.
3) Renew our Information Superhighway by boosting broadband deployment in communities across America.For you... this sounds like an opportunity for smaller towns that are not wired as well as bigger cities...find those organizations locally that may be involved in such activities... when in doubt contact your local elected official.
4) Modernize our health care system so that every hospital and doctor's office is using cutting- edge technology and every American has access to electronic medical records.For you... there are plenty of companies already involved in such activities and their business will start to boom...and your local doctors may help in becoming geekier.

Student Loan Repayment

Federal agencies may offer student loan repayment of up to $10,000 per calendar year, with an overall cap of $60,000 per eligible employee. To receive this benefit, the recipient must commit to work for the agency for at least three years.

Health Coverage

The Federal government offers one of the widest selections of health insurance plans anywhere, and most of the cost is covered by the government. It also offers great deals on life insurance and long-term care insurance.

Flexible Work Schedules

Work schedules that allow employees to choose their time of arrival and departure are available to most Federal workers, regardless of agency or position, but must be approved by supervisors or managers. Another option: a compressed work schedule that lets full-time employees complete their basic 80-hour biweekly work requirement in fewer than 10 workdays. For many Federal government employees, this means every other Friday off.
Family-Friendly Vacation and Leave Policies

The Federal government offers generous holiday and leave policies. Full-time Federal workers get 10 paid holidays annually, from 13-26 days of vacation each year depending on years of service, and 13 days of sick leave. Other leave programs-ranging from leave sharing to time off for medical conditions and family responsibilities-are also available.

Child-Care Programs

More than 200 Federal agencies sponsor on-site child-care centers for their employees. One such program, the Department of Defense Child Care System, provides child care for over 200,000 children through 800 Child Development Centers, family child-care homes and school-age care programs.

Retirement Benefits

The Thrift Savings Plan is the government's 401(k) retirement plan in which agencies match up to five % of your salary. This is part of a generous three-tiered retirement system which also includes Social Security benefits and a fixed-amount pension.

Transportation Assistance

Federal agencies offer subsidies for mass transit where appropriate, and many also enable you to telecommute from your own home.
Though many agencies have special hiring and training programs for specific high-need areas (such as cyber-security), there are a few key programs that cut across agencies and offer expedited entry into the Federal government, including:
Federal Career Intern Program (FCIP)
This program brings talented people into the government at the entry level for a two-year appointment. Eligibility depends on the needs of each individual agency, but these positions must include a training period. Interns enter the program at the GS-5, - 7 or -9 pay levels, with starting annual salaries of approximately $26,000, $32,000 or $39,000, respectively. After two years, successful Federal career interns can become regular civil service employees. Presidential Management Fellow (PMF)

Designed to prepare talented people for upper-level management positions in the Federal government, this prestigious two-year program is open to any graduate student in his/her final year of study. An applicant must first be nominated by his/her school and then make it through the program's rigorous evaluation process. PMF positions are structured by each individual agency and differ widely. All include some training opportunities and a rotational assignment, either within the agency or to another agency or branch of government. Student Temporary Employment Program (STEP)

The STEP, another name for a temporary internship with a Federal agency, is a great way for students to be exposed to the government. These paid positions can range in length from a summer to as long as the student is in school. It is not necessary for the work to be related to the student's academic major, which allows the student to gain experience in a variety of fields. Those enrolled in high school, a two-year or four-year college or university, a technical or vocational school or a graduate program are eligible to apply. Student Career Experience Program (SCEP)

SCEP positions, for undergraduate and graduate students, are substantive internships in Federal agencies. The work must be related to the student�s area of study and requires the agency to have a formal agreement with the student�s institution. Most positions are paid, and students may also receive academic credit. If the student successfully completes 640 hours of work, he or she can be appointed to a permanent position without going through the traditional hiring process. This program requires its students to be U.S. citizens. In 2004, 16,746 students participated in the SCEP program.
